[FEATURE REQUEST]: Enable Hibernation by Default if Opted in During OS Setup

Description

Currently, Pop!_OS Cosmic does not have hibernation enabled by default, requiring manual configuration after installation. Hibernation is a powerful feature that saves the entire system state, including all open applications and workspaces, to disk. This allows users to power off their machine completely and later resume their work exactly where they left off.

Proposed Solution

During the OS setup process, include an option for users to opt-in to enable hibernation by default. If selected, the installation process should configure the necessary settings to activate hibernation, ensuring that it is available and functional out-of-the-box.
