After further research, the root cause here is that the laptop's WiFi adapter (Mediatek 7902) is not supported by Linux, resulting in no WiFi adapter being configured and no WiFi networks being discovered.
The issue wtihin Pop OS, then, is just the graphical glitch upon expanding the Visible Wifi Networks page when there are no WiFi networks, and the lack of helpful troubleshooting queues for the user when there is no WiFi adapter.
Fresh install of Pop-OS Cosmic 24.04 (NVidia) on an ASUS Vivobook Pro 15x (7940HS, RTX 4060). Attempting to open the WiFi menu on the top bar results in a visible graphical glitch which hides all visible wireless networks and makes it seemingly impossible to connect to WiFi without using the terminal.
