I ran into this issue as well. I worked around it by starting the keyring (Passwords and Keys) in the launcher and unlocking it. Then started Vivaldi with vivaldi --password-store=gnome-libsecret
as suggested by https://forum.vivaldi.net/post/764516
I imagine there is probably an environment variable that could be set. For now, this let's me try out COSMIC.

This started happening for me on Hyprland after I upgrade to Fedora 41 Beta, it is also happening on COSMIC now. On Hyprland the workaround for now is running Vivaldi with vivaldi --password-store=gnome-libsecret --ozone-platform=wayland. But as inside Gnome that doesn't happen, it looks like it needs a environment variable and/or another service running that I don't know. Mind you that after the update, even Brave, that I use only for consuming streaming, it would ask for my password when opening for the first time each session. The only thing that I noticed, in the case of Fedora 41, is that the gnome-polkit/polkit-gnome package that provided some files and the polkit-gnome-authentication-agent-1 that I used to start with Hyprland to not have to type my password for those cases and for my external backup drives.
When logging into COSMIC, Vivaldi browser starts as if newly installed, asking to create new profiles. If one creates new profiles, then reboots the PC, at the next COSMIC session Vivaldi once again asks to create new profiles. On the same system (Pop OS 22.04), when using the default GNOME, Vivaldi works as expected, recalling the user profile when launching. This occurs whether one uses gdm3 or cosmic-greeter.
