[Feature Request] Window Rules #847

Hello there. First, thank you for creating an awesome DE. I was wondering if window rules are planned/in the works, as I find them essential for my workflow. What I mean is, for example, to have foot terminal windows always launch in workspace 3, or windows with the title "cmus" always launch as floating, or make windows with a certain title be incapable of getting focus.
