Incorrect instructions for gentoo install #882

After adding the repo but before installing the package repos should be synced with emaint sync --all or an equivalent only for the cosmic repo.

The install command also doesn't work (even post sync and unmasks) and should probably be something like emerge -av cosmic-meta pop-theme-meta
