Fixes for systems without systemd-journald #41

This PR is nearly identical in form to https://github.com/pop-os/cosmic-session/pull/59

It lowers tracing_journald to an optional dependency which is depended on by the systemd feature, and provides a fallback and a warning for when journald is not present at runtime.

can confirm this is too working on artix linux

ping, this is pretty much the only remaining hard blocker as far as I can tell for working on artix

I tested this PR and it works perfectly.

I see no reason to not merge it. GTM, please!
