Changing display scaling breaks the desktop panel and menu

I have two monitor connected to my computer, when starting up (after updating everything to the latest cosmic as of 3 August, 6pm US eastern) my display layout was messed up with the displays not located correctly and the scaling on my 4k display reset to 100%:

I reconfigured my displays and reset my 4k monitor to 150% but then the PopOs panel and app menu get scaled completely incorrectly:

Once I have done this I cannot get it to work again no matter which scaling I choose. If I disable the display and re-enable it, it works again (also disabling sometimes disables both my displays)

My system is a Thelio Mira (thelio-mira-b4.1) with intel 13th Gen i7-13700k and an AMD Radeon 7800XT (that Radeon was added after market everything else is standard Thelio)

Also just to give you all the information in case it is helpful my screen layout (the first screenshot I sent) seems to reset after each boot and I also get this keyring lock popup each time I login now perhaps that affects something

There is also a seemingly related issue where the dock breaks when you change display orientation to vertical or from vertical to horizontal. Changing the dock settings manually and then changing them back fixes this.
