keyboard input: no 3rd layer support #339

Examples: @ key when pressing Ctrl+Alt+q

My actual keyboard layout is "english UK, advanced Windows" and en_US (which is preset and not changeable through GUI) should roughly work, but the 3rd row is completely nonfunctional.

I can still reproduce this on todays version of silverblue-cosmic:40-amd64
