Caps lock breaks many keyboard shortcuts

Similar to https://github.com/pop-os/cosmic-files/issues/286.

Some of the affected hotkeys I've noticed so far:

• Ctrl + Shift + C and Ctrl + Shift + V for copy/paste
• Ctrl + C with text highlighted always does a ^C rather than smart copy
• Ctrl + Shift + T for new tab
• Ctrl + Shift + N for new window

Many shortcuts are unaffected, like the Emacs hotkeys (Ctrl + F/B, Ctrl + P/N, Ctrl + E/A, etc.).

I can't reproduce this issue, I think this can be closed after https://github.com/pop-os/libcosmic/pull/591 right?

Alphabetic keys work but it still has problems with number keys, for example
