[Feature] Allow users to customize titlebar size #159

I think a brilliant idea for COSMIC would be to allow the user to change the titlebar size. Many people do not enjoy GNOME just because of how big the titlebar is (it looks way too touch friendly in my opinion), so I think this could be a brilliant idea.

Pop!_Shell has an option to completely disable window titlebars. Unfortunately it doesn't work with a lot of applications since they tend to use client side decoration.

I guess it might be possible to adjust the titlebar size in a Gtk theme, though only for gtk applications.
