18.04->20.04 upgrade does not keep all program in folders they were in before upgrade #84

Distribution (run cat /etc/os-release): Pop!_OS 20.04

Issue/Bug Description: Upon upgrade from 18.04 to 20.04, some programs are no longer in the appropriate folder in teh applications overview.

My initial thought is that programs that are no longer in the correct folder have moved because the name of the program changed or it is a new program added since 18.04.
