chroot: Add nvidia kernel options

Untested, but this should hopefully result in the right cmdline arguments being set on new installs.

(This should only be merged into a master_noble variant or master_jammy needs to be forked off before.)

This worked to make the nvidia-drm.modeset=1 param sticky. Combined with the kernel workaround, it successfully got rid of the phantom display.
