a gdm dev pointed me to this https://gitlab.gnome.org/GNOME/gdm/-/merge_requests/51

yeah, this is related. It's a bug in gdm3, may be upstream, gdm devs say in the past month or so they made changes to gdm3 to kill the X11 server as gdm3 does when the greeter uses wayland. It works fine in a pop!os VM, so the gdm3 in pop!os does kill the greeter xsession under some circumstances. So when it doesn't on my desktop, it's a bug but I don't know where the bug is.

I have changed to letting gdm use wayland/xwayland for the greeter, and the problem is solved for me.

It's not a pop bug: I have Fedora 32 on a laptop, and when I disable wayland for the greeter, Fedora behaves the same: the gdm session does not die
