21.04: Search settings are hidden, even when COSMIC is disabled #188

https://github.com/pop-os/gnome-control-center/pull/181 hid the search settings, which makes sense when COSMIC is enabled. When COSMIC is disabled, however, I think it doesn't make as much sense to hide the search settings.

It doesn't sound like a very easy fix, but it's probably something we'll want to do eventually for Pop users that don't want to use COSMIC.

The removal of this setting also creates problems in COSMIC itself, because COSMIC uses Nautilus. Nautilus has a in-document search feature, where it will search for documents that have a said string inside them. However, by default this feature does not work for every folder in the system, and is limited for directories such as /Documents and /Downloads. However, in my use case example, this will not work on my /Dropbox folder, where most of my text documents are. This can easily be fixed by the now absent search section of GNOME settings, meaning that the solution is now impossible for Pop_OS
