Integrate Pop Upgrade Widget #42

This provides support for OS release upgrades, and the refresh OS mode.

@brs17 You should get much better results with this attempt. All the complicated bits are in Rust, so the chance of a segfault here should be close to nil. As an added bonus, I've added an info bar which will display error messages when an error occurs, such as when you are killing the pop-upgrade daemon while an upgrade is being performed.

@mmstick We need to remove the Refresh option from this patch as we do not yet have a way to upgrade the recovery partition.
