Add back the context menu from #27 while I coordinate with upstream on this functionality.

I'm testing Bastien's changes to switcheroo-control to support this. If the switcheroo-control changes are good, I'll move on to testing GNOME/gnome-control-center#601, which should fix reporting graphics in Settings > Details on dual GPU systems.

Bastien has tagged a switcheroo-control 2.0 release. Changes to gnome-shell/gnome-control-center are still pending.

We're almost done implementing this functionality upstream [1].
