I've observed this in 20.10 and 21.04, across several installs and various hardware configurations. It's a very minor bug, but I thought it was still worth filing. It may very well be an upstream issue though. I have not tested on any other distros to find out yet.
If I'm playing a video in VLC and have it fullscreened, switching away from the workspace with the video makes the workspace indicator appear and disappear as intended. However, if I switch back to the workspace playing the fullscreen video, the workspace indicator appears and disappears quickly, then flashes back on the screen before disappearing again.
I tried to get a video of the behavior, but having Peek on the screen seems to keep it from happening.
