fix(colors): fix incorrect active scrollbar bg color

The color was coming from Adwaita, instead of from Pop. This updates it to grab the correct color blue instead.

I'm going to merge with admin override since the failed Focal job will not affect anything. There is a master_focal branch on this repo.
