Cursors are missing HiDPI versions that scale to largest size in cursor size of universal access

Actual issue Mouse cursors stop getting larger when 200% scaling is used and you try and have larger cursors in universal access.

Steps to reproduce (if you knew) Have HiDPI screen and need larger mouse cursors

Expected behaviour Mouse cursors get larger

Behaviour in Adwaita Mouse cursor gets one size larger than in Pop! OS

Other Note (feature-request, question, etc...) Both mouse cursor theams are missing the largest mouse cursors that are selectable in universal access.

What is the pixel size that the cursors need to be at in order to scale correctly? And are there any special naming notes about the different sizes of cursors?

Working with David, it looks like we need 96pt, 144pt and 288pt versions. It looked like X would scale down larger cursors files if we supplied them.

@djordan2 Do you know if we supply one set of cursors at 288px, would those be correctly scaled to smaller sizes, or do the smaller sizes need to be provided explicitly?
