In either the Light or Dark appearance, when Wi-Fi is turned off the icon associated with Wi-Fi looks very similar to a full strength connected Wi-Fi connection.

I would expect an icon that makes it very clear that Wi-Fi is turned off. In my opinion, the icon shown when Bluetooth is disabled makes it very clear that Bluetooth is turned off.
