Papirus was distributed under LGPL-3 until January 10, 2018. After that issue PapirusDevelopmentTeam/papirus-icon-theme#1049 we changed the license to GPL-3 and forget notify the pop-icon-theme. This is our fault.
You mean that license notes in this repo are out-dated and pop icon theme follows GPL now?

Do you mean that the author of pop icon theme is the author of Papirus? In that case, is pop-icon-theme free from the license issue which made Papirus GPL? As far as I can tell, many AUTHOR files in pop-icon-theme refer GPL.
No offense here. I just want to make sure of your meaning because I am not good at English and I don't want to misunderstand it.

I can see that pop icon theme is based on papirus from README.md and papirus is distributed under GPL. As far as I know, any work based on GPLed library should be redistributed under GPL but pop icon them is distributed under LPGL.
Is this license change approved by the original author?
