Create user and set timezone from installer

It works!

• [x] TimezoneView with a variant list
• [x] UserView for creating a user
• [x] Username and Full Name entries for the UserView
• [x] Testing that an install works to create the user
• [x] Place the timezone and user account creation during the install, and apply it after
• [x] Derive username from full name as it is typed

After install, the user will be sent to GDM to log into their account. Once logged in, GNOME Initial Setup appears to set up the rest of the user configurations.

What can be improved

• [ ] Create a password widget to share between UserView and EncryptView
• [ ] Remove the unnecessary keyboard code from other views
• [ ] Different artwork, or use icons?
• [ ] Improve the wording
• [ ] Use a map instead of a list for the timezones

Actually, is setting a timezone even necessary? It's automatically corrected once a system is plugged into the Internet.

@mmstick as stated before, please stop working on this functionality. All the work that has gone into this since gnome-initial-setup has been fixed (last Thursday) has been wasted effort. We will not create user accounts or set the timezone inside of the installer GUI.
