Issue/Bug Description:
When installing with pop-os_19.10_amd64_nvidia10.iso, if you choose to use English but then choose None as Localization, installation breaks. Trying to generate localization "en" which is not a valid one.
Steps to reproduce (if you know):
Start a clean install
Choose English (probably other languages will have the same problem) as language
Choose None as localization
Continue installation. At some point it will break
Expected behavior:
Installation will break while trying to create localization "en_"
