Display toggle button does not alternate through all available options #154

 * Distribution - (run ```cat /etc/os-release```)
 * Related Application and/or Package Version - apt policy $PACKAGE NAME

Issue/Bug Description Selecting the display toggle button on the keyboard ('Fn'+'F7' on many System76 machines) does not cycle through all of the display options. Sometimes it will switch the display once and then not change after that, other times the display will never change mode when selecting the display toggle.

Steps to reproduce (if you know) Plug in laptop to external display. Select display toggle.

Expected behaviour Display toggle should switch between all available options.

Other Notes Selecting "Super"+"P" does properly cycle through display options. I believe they are supposed to do similar operations.
