Timezone not installed #200

Pop!_OS 18.04 Build #13

Issue/Bug Description When booting a liveusb from a flash drive and connected to a wired connection, the time displayed is incorrect.

The time is being set to UTC-0. Journalctl reports proper timezone couldn't be installed.

Steps to reproduce (if you know) Boot livecd. Look at the time.

Expected behaviour Correct time.

Looks like this bug also happens in 17.10(NVIDIA) isos.
