Add simpler gtk.css generator that only syncs accent color #359

This will provide a an option for syncing theming that is more similar to the xdg desktop portal accent color and has less chance of breakage. Should also be paired with #358

Is this behavior configured with a separate toggle in the settings application? Or maybe the existing setting could be changed to a menu or a few radio buttons?
