This allows Intel Raptor Lake CPUs to enter deeper idle cstates.

This looks like it is playing nice with Lemp12 and Galp7. I'm not seeing any issues/regressions on Gaze17 either. Is there anything specific we should dig into here, or do we feel that a quick check is sufficient for such a constrained PR?

I believe that is sufficient. It's a very small change.
