RX6000 #1

Provides 20.04 on branch rx6000_focal and 20.10 on branch rx6000_groovy. Both of these branches are identical to master_hirsute. When approved, force push to master and delete master_hirsute

@KeironO, you are welcome to "get in contact" with them yourself here: https://gitlab.freedesktop.org/mesa/mesa

According to @henrym11106 in https://github.com/ValveSoftware/csgo-osx-linux/issues/2630, the options themselves aren't causing the problem. He was the one who opened https://gitlab.freedesktop.org/mesa/mesa/-/issues/4021 requesting these defaults to be added upstream. I'm not sure it would be productive for me to open another issue upstream requesting the defaults to be changed again when we're unclear on the actual cause of the VAC issues and are still waiting on input from Valve, especially if there are graphical glitches without the options.
