Have we checked if using a newer version of Mesa fixes the flickering?

It does not look as though a Mesa update addresses the flickering. I'm also not seeing any particular issues on nvidia-3060/GA106 family chips (With Ori and the Blind forest particularly). And, given that I'm not seeing anything which is a specific regression anywhere I can test, I'd be inclined to maybe check the just released 535 version, and plan to move forward soon.
