WIP: Add RTD3 power management configuration #29

Adds the configuration to enable RTD3 power management for Turing GPUs.

Currently this causes the system76-power daemon to freeze pop-os/system76-power#122

I've determined that this is not required on our nor Ubuntu's kernel for 20.04. Linux is able to suspend the card without added the workaround udev rules.
