I am having the exact same issue using an XPS 13 9380.
Exact same issue using my custom build PC. No problem running any other distro.
MSI GS65 9SE: I've got one ssd with only windows, one ssd with shared partition and hackintosh partition. Tried two different usb with two different programs to flash. Also tried both images. Exact same error.

Same Probleme here with a HP Spectre with Pop!_OS 21.04 Beta Disabled Secure Boot Boot mode is set to legacy (UEFI will result in a black screen)

getting the same issue when booting via uefi using pop-os_21.04_amd64_nvidia_8.iso (Fresh download about 1 hour ago) System Specs: 16GB 2133Mhz RAM Intel i5-6500 Nvidia GTX 1060 3GB Booting via flashdrive

So just some feedback with this issue, if you get "cannot mount root device '(null)' or unknown-block(0,0)" which causes error: out of memory, which isn't specific to PopOS and includes other distros, including ubuntu, it generally relates to the installer iterating through your plugged in storage devices, in my case, there was another USB installed in the system that was causing it
If it is still doing the same after removing usb devices, try removing other usb devices that may have storage partitions, even things like a keyboard, which some have a small partition that mounts, if it still fails, check for suspicious partitions on existing harddrives/ssds which may be formatted funky.
Just my 2 cents, i'm up and running on PopOS now

I'm getting this issue, but it's on a laptop so I don't have any other devices to unplug other than the usb drive I'm trying to install from. Any recommendations on checking for the ssd paritions? When I enter the boot menu, nothing looks out of the ordinary.

I was having this same issue. I use Ventoy USB to store all of my images on a single usb and have the ability to boot to any of them at any time. When hitting F12 to boot to the USB I am presented with 3 options:
Windows General USB UEFI: General USB; Partition 2
Now normally I always choose the UEFI option then choose the ISO I want⊠but was getting this error. When I chose the second option âGeneral USBâ everything worked fine.
Just my experience. Could be an issue with UEFI. Try booting with BIOS instead or turn UEFI off (I know OP said he did turn UEFI off). If you have any other boot options listed for your usb try them all.
I have the same issue on iso pop-os_22.04_amd64_intel_19.iso
using both etcher and ventoy.
However, iso pop-os_22.04_amd64_intel_10.iso
boots just fine.
Issue also on pop-os_22.04_amd64_intel_19.iso
on Acer Aspire 5 laptop.
I also have the same problem when installing pop os 22.04 lts
Possible alternative Solution: So for me, when I had this error I used a different USB device for installation.

Other Notes: Trying to run on an HP Spectre x360. I've tried booting with UEFI rather than BIOS, but I get
error: you need to load the kernel first
. I've also tried checking the sha256sum of the iso file and it matches the one on System76's website. Also, interestingly enough, if I try and clean my USB using diskpart on windows, I no longer have permission - I've tried this one two drives and both have been seemingly locked because of this error.
