Unfortunately issues like this can be hard to diagnose / fix on our end due to the lack of the specific hardware. Both my older HP and Dell laptops that have touchscreens work OOTB similar to your experience.
While I try to find out some more information on the problem do you mind trying out Pop!_OS 20.10 via a live usb session and letting us know if the touchscreen works?
My issues with drawing tablets are solved after a recent update. Thanks POP OS.
I recently started using Pop OS and xinput lists Wacom HID 50E1 Finger touch and Wacom HID 50E1 Stylus and an Eraser of the stylus, but the touch screen does not accept any input :(

): N/AIssue/Bug Description: The touchscreen does not register being touched and therefore the Active Pen does not work. It does sense whether the screen is upside down or not though.

My specific model number is: 20WE001CUS
In September I had a HP ProBook 435 G7 where the touchscreen and pen worked OOTB, so not sure if anything additional needs to be done for the ThinkBook or if this is a bug.
I don't know much about the panel, but did just see this: OGM with OCA direct bonding, capacitive-type multi-touch, supports 10-point touch
