Thinkpad x1 extreme gen2: Monitor connected to usb-c hub doesn't always wake after 'Blank Screen' is activated - manual workaround resolves. #1907

Issue/Bug Description: Monitor connected to usb-c hub doesn't always wake after 'Blank Screen' is activated - manual workaround resolves.

Steps to reproduce (if you know): Thinkpad x1 extreme gen2. Nvidia display mode. External Asustek 28inch 4k screen (also happens with alternate monitor) connected via hdmi to usb-c hub as a second display (laptop display also in use). Auto suspend is disabled. Leave the laptop alone for a bit. Screens sleep. Wiggle mouse, 90% of the time the external screen wont wake up. Occasionally it does. Occasionally it wakes a short time after.

Expected behavior: Monitor should wake

Other Notes: Manual workaround that fixes this every time is to open 'Displays' and change the refresh rate on the external monitor. Once changed, the monitor then wakes up and the change of refresh rate can be reverted.

I've have the same laptop and I'm connecting 2 external (Samsung 24") monitors with the usb-c ports. And when my laptop sleeps or when I lock my screen, then the following happens:

to fix it, I press the (power) button on my monitor several times.
