21.10 Nvidia: Steam Proton games stutter when mouse is not moved #2085

Issue/Bug Description: Steam Games (Proton games) are running extremely slow when there is no input, e.g. mouse input.

Steps to reproduce (if you know): Start Proton game e.g. Bioshock infinite or Alien Isolation.

Expected behavior: No stutter. No performance issues. Game does not slow down when mouse is not moved.

Other Notes: What happens is that as soon as I start the game on steam at first it looks that nothing happens. When I move the mouse the game window opens. Intro movies do not play or stutter when there is no input from e.g. the mouse or touchpad. Everything play at normal speed while mouse is moved permanently. If mouse movement stops game "stops", slows down lets say to 5% performance. Games like Prison Architect, Black Mesa and Beyond a Steel Sky work like a charm. Guess there is some issue with Proton.

Hardware: Clevo barebone notebook Intel i7 7000-series 16GB RAM SSD NVIDIA GTX 1050ti (set to use only discrete graphics)

+1 Razer Blade 14 running on nvidia card running pop in nvidia only mode.

Here's a video of it happening : https://photos.app.goo.gl/neMLDEPqcoFqH5L18 mashing the keyboard and/or mouse makes the frames jump up. Nvidia settings was set to auto but I have also tried also in performance mode.

This happened on 21.04 ONLY IF some dependencies were not installed, I'm not seeing any dependency issues/warnings on 21.10

Note: Change to title is incorrect as Alien Isolation for example isn't running under proton.
