Lagspikes and poor performance in games using default power settings #2167

Distribution: Pop!_OS 21.10

Issue/Bug Description: The default power settings seem to be set to "Powersave", even on a desktop computer, where power consumption isn't an issue. This isn't an issue outside of games, but when I play a game I experience massive lag spikes and poor performance. Two examples of games I experience this in are CSGO and osu! (through wine). High FPS I run the games at might be part of the issue (600+fps CSGO, 2000+fps osu!).

Steps to reproduce (if you know): Install Pop!_OS, run a game

Expected behavior: Set governor to "Performance" (and appropriate min CPU frequency) when a game is detected on a desktop computer.

Other Notes: Right now I use "cpupower-gui" app to adjust the power settings before I launch a game or the game isn't playable. I must revert back to "Powersave" after I close the game due to motherboard coil whine issues, so leaving it on "Performance" isn't an option. Hardware: GTX 1080 Ti, 8700k

We've recently (last week) added some tweaks to the system that should help with these spikes. Have the issues subsided?

I am having very poor performance in Pop 21.10, general responsiveness from the keyboard, like right now when I am typing a response in here there is a lot of lag before the text appears on my screen. I have the power plan set to High Performance but it doesn't make a difference, there is a lot of lag in general. I am running a dual boot with Windows 11 and there is no such lag when I am in Windows. (Intel 6700HQ, 16GB RAM, M.2 500GB)

@aindriu80 I believe that is a mobile processor. Can you share the make and model of your machine? Are you using an external display? If it has switchable graphics, which graphics mode are you in?

I played for an hour without changing my cpu plan and didn't notice any lag spikes, so it seems like there was an improvement.
