I pretty much have an identical setup to you (running Pop!_OS 22.04, though) and am having the same issue. However, it seems this only happens to be every other boot, and it was happening to me for when I had it configured to use NVIDIA graphics and hybrid graphics. The one time I tested booting into integrated graphics it worked just fine (of course my external display doesn't work when using integrated graphics).
Just wanted to give a "I'm having the same problem", but only sometimes.

Steps to reproduce (if you know): Change graphics options under battery icon in the menu on the top bar to 'Hybrid' then restart
Expected behavior: Booting to GUI
Other Notes: I'm running with two different graphics cards; intel UHD graphics (integrated), and NVIDIA GeForce GTX 1650 Ti Also dual booting with Windows 11, both OSes are on two separate drives within my laptop Model: ASUS TUF Gaming F15 FX506LI
