This doesn't sound like System76 hardware. What motherboard are you using? What brand is the GPU/cooler? What was the older processor you had installed?
System76 customers can reach out to support for technical assistance. For non-System76 hardware, you can seek community support on Reddit or Mattermost.
And what BIOS is the motherboard running? Have you checked for an update? I find that some CPU upgrades also need a BIOS update.
Are you sure it is not just Zero RPM(fans not spinning if the card has little to no load and is below a temperature threshold). Are the fans still not spinning when playing a game or doing something else graphics intensive?

Hardware Specs (from Settings --> About): Processor - AMD Ryzen 7 5700g Graphics - RENOIR (renoir, LLVMM 14.0.0 ...etc...) / AMD Radeon rx 570 series
Steps to reproduce (if you know): Replaced old processor with current processor, now the GPU will not run the fans and risks overheating.
Expected behavior: The GPU fans should run and cool the unit without third-party software.
