No longer possible to resize windows with mouse with Show Windows Titles = Off #3170

Issue/Bug Description: I can no longer resize windows while having window titles off at the same time. For example, there is no problem with Firefox (because the setting does not affect it due to the tabs being displayed in the top bar area), but for other apps, such as Android Studio, Processing, Xterm, Kitty and others in my case, the resize arrows are not appearing by the windows' edges.

Steps to reproduce: Set Show Windows Titles = Off, try to resize any window which does not have its title bar displayed. Window tiling can be on or off.

Expected behavior: Show the resize icon at the edge of each application window regardless of the Show Window Titles setting.

Other Notes: VLC and floating windows (exceptions) ignore the setting and always display the title bar. As far as I can remember, this wasn't the case some time ago, but I can be wrong here.

Same problem here (and it is quite annoying) with GNOME Shell 42.5, windows can be resize with just SHIFT+ARROWS!

I have the same issue. I found a workaround for now, but would prefer the original ability to resize using the mouse on the edge of the window. The workaround is via using the super key + right click and drag with the mouse.
