Screen tearing throughout desktop. #3265

Issue/Bug Description:

Screen tearing

Steps to reproduce (if you know):

Visible throughout the desktop. My screen tearing started when I tried changing the display resolution to one of the choices selected in display settings. If I restart my computer it will resolve. It will return once I try to pull up the display settings. Just right clicking on the desktop and clicking display settings causes this issue. I have tried several ways to access the display settings and all lead to screen tearing

Expected behavior:

No screen tearing anywhere.

I have the same issue in 22.04 LTS / NVIDIA driver version 550.67 (RTX 3070). For a couple of weeks now I have constant desktop-wide screen ghosting and tearing. Not just in games, but in everything, including while moving any window across the desktop.

I've verified it's isolated to the OS -- I have other machines with other operating systems connected to the same monitor that do not exhibit this behavior.

I've tried rolling back to a previous version of the NVIDIA driver (470), but it made no difference.
