I did some additional testing to see if I could narrow it down. I disabled any of my auto-start applications aside from any of those that come default with Pop_OS. I also disabled shell extensions to see if that would make a difference. So far nothing changed.
I signed into the GNOME Classic desktop option and tested there and have the same trouble.
I can also confirm that it corresponds to the exact number of times the laptop is suspended. If I suspended the laptop 30 times in one day, the screen will flicker 30 times before completely signing out and returning to the greeter login screen.
This might be an issue with GDM.
Experiencing the same issue, it becomes annoying on every log-out. Running Pop OS 20.04 on a System76 Oryx Pro (oryp5), Intel i7-9750H and RTX 2060.

The display will repeatedly power off and on before eventually reaching the gnome greeter.
Steps to reproduce (if you know): Simply log out of the laptop after keeping a session for a few days. Don't power off the device or reboot, just keep a session running for a few days and then sign out.
Expected behavior: It should immediately log out and return to the gnome greeter with little delay.
Other Notes: The screen flickering appears to possibly correspond to the number of times the device is suspended; It's just a hunch.
