Fix broken command-line tool #197

The command line interface of popsicle seems to be broken, this PR fixes the following issues:

due to inconsistencies in naming the target device parameter, no target device other than "all" could be specified
The question asking whether or not to write the image to the target was local language specific, but only english answers have been accpeted.
