How did you upgrade to 21.10? (Fresh install / Upgrade) Fresh Install

Related Application and/or Package Version (run apt policy $PACKAGE NAME): GbE Ethernet

Issue/Bug Description: While plugged into a known good working switch, on a known good working Raspberry Pi 400, the GbE link does not establish.

Steps to reproduce (if you know): Plug in Ethernet to Raspberry Pi 400 Ethernet port.

Expected behavior: Link establishes with switch.

Just fired it up here, same issue.

This will be fixed in build 4, which is releasing now.
