Active Hint appears above context menus

(1) Issue/Bug Description: When a context menu (right click menu) draws outside the window boundaries, the active hint appears above the context menu.

(2) Steps to reproduce (if you know):

• Tile some windows, including a GTK app
• open a context menu in the gtk app, near to the tile gap
• observe:

(3) Expected behavior: context menu draws above the hint
