Add tracker-extract-3 (normally nice 19) to Idle #56

This process is spawned at nice value 19 by default, but was changed to 5 by S76-scheduler. It's part of the tracker-extract package the same as tracker-miner-fs-3.

Hmm, the scheduler shouldn't be touching anything that has a priority greater than 9.

Using htop I never saw the tracker-miner-fs-3.service nice ever change from 19. If I started the dead tracker-miner-fs-control-3.service it did get started with a nice of 5. I never saw the tracker-extract-3.service ever start so I never saw the nice level of it.

All that said, I did not see any regression.
