I am able to install tensorman
using apt on Pop!_OS 20.04, so this seems like an issue with your particular machine/configuration. Can you please provide the output of the following commands:
sudo apt update
apt policy tensorman
cat /etc/apt/sources.list
ls -l /etc/apt/sources.list.d
cat /etc/apt/sources.list.d/*
System76 customers can reach out to support for technical assistance. For non-System76 hardware, you can seek community support on Reddit or Mattermost.

For whatever reason, you don't have the Pop!_OS repository on your system.
When running
sudo apt install tensorman
, I get the following:Reading package lists... Done
Building dependency tree
Reading state information... Done
Package tensorman is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
E: Package 'tensorman' has no installation candidate
