Issue/Bug Description:

computer:~$ sudo apt upgrade zfs-initramfs

The following packages have unmet dependencies:
 cryptsetup-initramfs : Depends: busybox-initramfs but it is not installable
 initramfs-tools-core : Depends: busybox-initramfs (>= 1:1.30.1-4ubuntu5~) but it is not installable
E: Broke

the POP-OS version of zfs-initramfs (2.1.2-1ubuntu3pop0) has this in its control file:

 Breaks: busybox-initramfs (<< 1:1.30.1-7ubuntu3), zfsutils-linux (<= 0.7.11-2)

As far as I can see there is NO version 1.30.1-7 available as part of Pop!_OS 21.10 (or Ubuntu 21.10)

Steps to reproduce (if you know):

I assume based on the repos, that just trying to install the latest PopOS version of zfs-initramfs on 21.10 will not work as doing a: sudo apt upgrade busybox-initramfs will print busybox-initramfs is already the newest version (1:1.30.1-6ubuntu3.1). and the apt install of zfs-initramfs will produce the error we are discussing in this issue

Here's an obligatory... "Me too!" I'm seeing the same error, although I'm running 20.04 with HWE and I got the 5.16 kernel from System76, ZFS 2.1.2, and now I'm seeing this same issue on my system.
