It takes a good 30 seconds for me but the download will resume for me, but at a lot (less the 5% of the original speed) slower past. If I close PCT off totally and then restart the process of the same movie it will go back to full speed download.
I tried it on a couple of files. With high seeds/peers like new movies, you're correct, but testing with lower popularity files, it stays at 0 eg, 90 day fiancee, before the 90 days S04E01 initial download was 2.7 MB/s 3 Active Peers, after resuming and 5 mins 0MB/s and 0 AP's. I only noticed this because of sketchy wifi dropping off, and having to close and resume a downloading file to reconnect to the peers.
If you have set PCT to NOT clear TMP folder in the settings then the best way is to close of PCT then restart the whole process. This gave me the best results. Don't forget then to manual clear the TMP folder to prevent your HDD/SSD from filling up.
I turned off Seedbox, and full speed returns after restarting the file... thanks!
