Push dashboard sidebar down to be aligned with main content. #233

This PR aligns the top of dashboard view filter sections with the top of first header in the measure list.

Closing this for the moment, as there's been some discussion regarding the design and I'd like to get that resolved before we get to code. We can reopen this once we figure out what we want, design-wise.
