Upgrade to 3.13.1 #1

iOS SDK 3.13.1 is released on Mar 16, 2015. http://www.starmicronics.com/support/sdkdocumentation.aspx

I'd like to use the latest iOS SDK via CocoaPods.

I added the tag 3.13.1, so the new pod command is : pod 'StarIO', :git => 'https://github.com/popina/StarIO', :tag => '3.13.1'
