Pro:

• An upcoming ISO 19160-1 will likely be closer to INSPIRE than vCard.
• INSPIRE conformance would please the European Commission.

Con:

• vCard has larger user community, and thus has better tools.
• vCard has an RDF mapping.

For now, wait on the W3C to close its issue.

W3C resolved its issue by endorsing neither vCard nor INSPIRE, and leaving the choice up to the implementation, which in RDF-land is perfectly fine.
